Review of Social Insurance Diagnostics and Feasible Model for Bangladesh
About the project
Partner: UNDPRecognising key labour market challenges issues, the government of Bangladesh has made a determined effort to strengthen and realign the social protection system and adopted the National Social Security Strategy (NSSS) in 2015. The NSSS—by utilising a lifecycle approach—duly acknowledges the vulnerabilities of the working-age population and recommends introducing a National Social Insurance Scheme (NSIS) and Private Voluntary Pension (PvP) scheme for them. In the aftermath of the COVID-19, which caused massive job losses at least temporarily, the need for operationalizing the National Social Insurance Scheme (NSIS) and Private Voluntary Pension (PvP) has become more prominent than ever. The UNDP-commissioned study aims to carefully review various parameters, the presence of certain preconditions, legal framework and assesses the institutional capacity necessary to initiate the social insurance and PvP schemes. A comprehensive and in-depth desk review will be conducted to assess the currently available strategic policy documents’ and action plans’ adequacy to introduce the NSIS and PvP. This project is poised to make a meaningful contribution to this national endeavour by providing evidence-based practical policy inputs and implementations.
