The International Labour Organization (ILO) is providing technical support the Government of Bangladesh, Employers, and Workers for implementing National Social Insurance Scheme (NSIS) with a focus on initiating an 'Unemployment Insurance' programme. This will augment existing Government initiatives of setting up two social security institutions named the Central Fund (CF) and the Bangladesh Labour Welfare Foundation (BLWF).
The current project will fulfil the following objectives:
(i) Develop training materials and Organise training courses on UI and SSTC for ILO tripartite constituents.
(ii) Support collaboration between Ministry of Labour and Employment, Government of Bangladesh and BPJS Ketenagakerjaan, Government of Indonesia to exchange learning on Unemployment Insurance.
(iii) Assist institutional capacity development of Ministry of Labour & Employment to implement UI.

Residential Workshop(Day4): Towards an Unemployment Insurance Scheme in Bangladesh: Capacity Building and Learning Sharing
On 5 October 2023, RAPID Chairman Dr M A Razzaque moderated the closing session of the residential workshop, jointly organised by ILO and MoLE in collaboration with RAPID. Ms. Fahmida Akhter, NDC, Additional Secretary (IO), Ministry of Labour and Employment, was present as Chief Guest. The session was attended by representatives from the Ministry of Labour and Employment (MoLE), ILO, UNDP, GIZ Bangladesh, BSPAN, Bangladesh Employer’s Federation (BEF), Socialist Labour Front-SLF, Bangladesh Garment Manufacturers and Exporters Association (BGMEA), Bangladesh Knitwear Manufacturers and Exporters Association (BKMEA), Leather goods And Footwear Manufacturers & Exporters Association of Bangladesh (LFMEAB), Bangladesh IndustriALL Council (IBC), National Coordination Committee for Workers' Education (NCCWE), International Trade Union Confederation Bangladesh Council (ITUC-BC).

    On 4 October 2023, RAPID Chairman Dr M A Razzaque presented a possible roadmap on UI for Bangladesh, at the residential workshop, jointly organised by ILO and MoLE in collaboration with RAPID. Mr. Suhervandri, Manager of Development of JKP Program Policy and Additional Service Benefits, BPJS Ketenagakerjaan, Republic of Indonesia, delivered a presentation on implementation and business design of Indonesian unemployment insurance.     On 3 October 2023, RAPID Chairman Dr M A Razzaque made a presentation at the residential workshop on the labour market situation and social protection issues, and the need for an unemployment insurance scheme, jointly organised by ILO and MoLE in collaboration with RAPID. Ms. Ananda Dellina Putri, Corporate Actuarist, BPJS Ketenagakerjaan, Republic of Indonesia, also made a presentation on the background and design of Indonesian unemployment insurance.     On 2 October 2023, Ms. Fahmida Akhter, NDC, Additional Secretary (IO), Ministry of Labour and Employment (MoLE), inaugurated the residential workshop titled “Towards an Unemployment Insurance Scheme in Bangladesh: Capacity Building and Learning Sharing”, jointly organised by ILO and MoLE in collaboration with RAPID. Dr M A Razzaque, Chairman, RAPID, provided an overview and expected outcome of the workshop. Ms Farjana Reza, National Programme Officer, ILO, explained the objectives of the workshop and, Dr Abu Eusuf, Executive Director, RAPID, delivered welcome remarks. The session was also attended by representatives from the Ministry of Labour and Employment (MoLE), ILO, GIZ Bangladesh, BSPAN, Bangladesh Employer’s Federation (BEF), Socialist Labour Front-SLF, Bangladesh Garment Manufacturers and Exporters Association (BGMEA), Bangladesh IndustriALL Council (IBC), National Coordination Committee for Workers' Education (NCCWE), International Trade Union Confederation Bangladesh Council (ITUC-BC).


    Capacity Building Workshop: Operationalising Unemployment Insurance in Bangladesh
    On 16 July 2023, an awareness and capacity-building workshop/meeting was organised by the International Labour Organization (ILO) Office in Dhaka in collaboration with its knowledge partner, Research and Policy Integration for Development (RAPID), particularly targeting Ministry of Labour and Employment (MoLE) officials. Ms Fahmida Akhter, NDC, Additional Secretary of the Ministry of Labour and Employment (MoLE) chaired the session. RAPID Chairman Dr M A Razzaque, delivered a trigger presentation. The participants included Mr Md. Humayun Kabir, Joint Secretary (MoLE), Dr Mohammad Abdul Kader, Deputy Secretary (MoLE), and Mr A. K. M. Rezaur Rahman, Deputy Secretary (MoLE); Ms Farjana Reza and Ms Noushin Shah from ILO, and Dr M Abu Eusuf, Executive Director, RAPID; Ms Farah Marzan, and Ms Mahjabeen Sarwar Chowdhury from RAPID were present.
